On pokemon diamond for the nintendo DS, how do I get past this part?

I just rescued my friend from the snowy area, got into galactic headquarters and freed the legends. what do i need now. I do not have rock scale but i have all of the others and I am stuck, what do i do I also beat the snowy boss so i can use rock scal, i just do not know were to find it
