If I were in your position, I would try to persuade them to all right letters to the head of state asking for a change in the law for your state. I'm not sure about the petition part. No doubt most people will already be on your side before you are half way through the speech unless someone in the crowd happens to be a child molester so you would need to persuade them to do something other than just join your side. If the letters somehow ended up working with your state, travel to other states or post it on a relatively official website. Hope I helped!
