Yes in general the winter is cold in upstate New York. How cold depends on what part of Upstate New York you're talking about. Newburgh (about a 2hr drive north of NYC) is no way near as cold as Plattsburgh (which is up near the Canadian border) in the winter since they are on opposite ends of the state.
